There will always be small contributions from people that add upto a small amount. People send donations and they vote for a candidate. But when a single person donates tons of money, skirts around rules and donates through proxies to the extent of 170 million, that is called buying the election. I thought that is why they say "campaign finance reform" and not "campaign finance eradication".
