Clinton did not learn the lesson at all, in my opinion. His view of war was too much like a video game.

I think his administration was hung up on making focus group decisions. An exception might have been the Monica affair.

This country has gotten into the bad habit of having undeclared wars. Formal declarations of war should be made by congress because that changes all the rules and at that point the people that want to bitch about it can be put in jail.
