Seen that way, the current Pakistani-assisted proliferation is the delayed, but inevitable outcome. Is that what you are saying?

Why can't Israel give up all of its nukes in exchange for a non-aggression pact from the Arab nations? And how about if the United Nations sets up a permanent base for peacekeepers, peacekeeping training, educational (translational) forums, etc. as a buffer between Israelis and Palestinians. This base would help to serve as an intermediary between the two conflicting groups and also help to improve UN ability to perform peacekeeping functions in other hotspots in the world.
