"No. It is a general observation. If some things become cheaper, you have more disposable income, and start buying more of other things, or even things you would never have contemplated before." But if the things you are paid to make become cheaper due to off-shoring, how does that leave you with more disposable income? Is there no place for the blue collar worker in the United States? Are they all "hillbillys" that we can simply ingore?
