Also note that he is still viewing this as an internal event. If the detective work corroborates the Al Quaeda claim - much less of a chance of it (law enforcement view) working.

The Spanish government usually calls ETA a "terrorist band" so as not to give them political legitimacy. Spain has been used to dealing with terrorism in the context of ETA; I don't think Al Qaeda has yet entered the vocabulary.
