Since I've lived in France and followed the news media there closely (in part because I was struggling to learn the language), I had serious doubts as to ETA's involvement in this. Neither ETA (nor even less Corsica) have resorted to mass murder in their political "actions". In fact regarding the latter, I consider it almost a miracle that the Corsicans haven't accidently killed many people in one of their many "statements", since some of their bombings involved warning buildings full of people to swiftly evacuate - one slip up in those things and there could have been serious loss of life, and not just another French government building reduced to rubble while everyone watches from the sidewalk.

The odd thing about the Basque separatists is the region is actually rather prosperous, with a good tourist business notably, and not the typical case study of abject poverty and exploitation, as is the case in much of the world. Go figure.
