They're federal taxes counted as part of the general revenue.

The first generation to receive SS paid little or nothing into the system.

And it is doing just fine. According to the SS Trustees SS is 100% solvent for nearly 40 years. And if the economy grows at an average of 3.5% in the future it's good for the next 75 years.

The problem is the Republicans are using the SS surpluses to justify cuts in the Estate and Income taxes and then saying the resulting deficits mean we may not be able to pay future SS benefits. A little reverse Robin Hood going on here.
