I was at an early JK fundraiser where someone asked him why he was voting for war authorization. He stated that he wanted to make sure Saddam was disarmed, wanted to do it the right way, would make sure Bush didn't rush in without the UN (or else criticize him) and finally that his (Kerry's) inside intel told him GW was going to invade no matter what anyway so might as well make the best of it. Remember, Clinton went into Kosovo without UN authorization. It's not always a bad thing. In Iraq's case though it was just plain inept or dishonest, take your pick. Maybe both.
Can you translate that into English?
