I never said they weren't doing it for IP theft reasons. I implied they were doing it because they thought it was the best way in which to insure an advantage for Chinese companies. If you have to steal IP you don't have the lead, the reason they don't have the standard is because they continue to interfere with what should be decided by the market, this automatically reduces you to following someone else's lead. It forces you to declare by fiat what would arise with little or no government chess playing.

Instead of going with the standard that has arisen they think that if it doesn't include them, then they can't benefit from the standard. So they threaten and blackmail. Someone who has the technological lead doesn't have to threaten others, others are naturally drawn to it.

They don't know how these things come about, how they get hammered out in the market place. They make assumptions that it's something that a bunch of people can sit down and decide and then impose their will on the market.
