I would never consider starting or relocating a business in CA unless things changed dramatically.

And maybe if you are in the steel business, or the food service business or the golf club business or any number of businesses you shouldn't start a business here.

But if you are a high tech company I can guarantee you that california is on the short list of destinations for your business thanks to the **practically free** university system which singlehandedly produced core concepts for hundreds of companies. This whole "cost of doing business" debate is so naive its hard to imagine we are all investors here. Doing business in Utah is dirt cheap compared to Massachusetts, why did Novell just relocate their corporate offices to Mass? Because you can't be a world class software company and operate out of Utah! Of course if you are a sandwich company maybe Utah is the better loc. California is no different than other high cost, international access states and people that are looking for the cheapest HQ should look elsewhere, I think thats assumed, right?
