Youngstown, Ohio-Area Unemployment Rates Continue to Increase

The economic expansion stopped in 2000, however, and the Valley hasn't yet recovered, Dulberger said. The average annual unemployment rate for the Valley increased from 5.5 percent in 2000 to 7.5 percent last year.

Though January's numbers are even worse, they have to be viewed with caution, Dulberger said.

W. Ronald Miller, president of the Youngstown Urban League, said research has shown that the unemployment rate among blacks nationally is twice as high as the published rate. That would make the jobless rate among black residents of Youngstown about 32 percent.
