That was actually true about the earliest tax cuts that where implemented at least if you consider "the spectrum" to be taxpayers. (people who don't pay taxes don't get tax cuts), the $300/$600 rebates mostly went to the less well off taxpayers.

The next tax cuts to take effect helped the rich more in terms of absolute dollars but they cut the rate more for the less well off taxpayers. Some of the less well off got a tax cut of 100% of their federal income taxes. The rich at the time I think got a reduction of 1% on their rate which would equal something like 3% of their tax bill.

Then later the taxes where reduced again but that tax cut was not part of the plan that Bush was talking about in 2000.

Still if your not inclined to give Bush any benefit of the doubt I can see what you would use that statement as an example of Bush lying.
