IMO, the reason Clinton has failed to address the rape allegation is that he's a rapist.

The statute of limitations applies to prosecution, but it doesn't apply to expressions of opinion. And mine, based on Juanita Broadderick's interview and the investigation made of her claims by Dateline is that he's a rapist. The reason it matters to me is not because of what a confirmation or denial of it means about Clinton, who is in any case not a respectable person, but because a denial is an injustice to his victim, whom, btw, he also physically injured. It was a violent rape.
