I really expect Kerry to vote on the budget and to be part of it, don't you?

Why do you think he did not follow up on his responsibilty?
I think it is because he shirks his duties during the campaign season (which is very long) and that he did not want it recorded for personal gain.

Where was Kerry when he was supposed to be in Washington doing his job?
