I just did the registration and title transfer on my '79 Scout. When I bought the vehicle in 2000 it had a bad engine. That's now been fixed and I added it to my insurance. The weird thing here in Texas though is that you can't do a title transfer without insurance even if the vehicle isn't running. I can understand that rule for tags and registration, but it shouldn't be necessary just to transfer a title. I got my Scout inspected too, but I didn't have to do emission testing because it is over 25 years old. It's now completely legal.
