It was to take back the same amount the NRO had salted away in a 'slush fund' --- after the NRO built a palace for itself with $300 B. from the slush fund, and revealed to Congress that it still had over $900 B. in the slush fund.

The Republicans passed their own bill which took back these same funds just a few days later --- and Kerry co-sponsored it.
