Bush promised to keep those SS surpluses in a lock box. Then, he spent all of them to finance his tax cuts.

I agree. I will add that businesses should not be forgotten for all they have been taxed.

But to tax the workforce for years like this and then turn around and give the money away and then say "we're broke" won't fly.
