The administration attempt to push through new rules concerning overtime pay --- who qualifies for it, who doesn't, etc. It's a complete re-write of the rules. For example: the proposed regulations would officially classify burger-flippers at McDonalds as "manufacturing workers".

It is just Democrats doing what comes naturally to them. Bush wasn't interested in killing overtime for the guy in the ad. He wanted to alter 1938 labor rules by increasing overtime eligibility for lower income workers and decreasing them for upper income workers. Under current rules workers can make no more than $8,060 a year to automatically qualify for overtime. Bush wanted to change that cap so that people could automatically qualify even if they made up to $22,100. On the other hand, he wanted to remove automatic qualification for workers making over $65,000 because these people are generally being treated as managers anyway! Democrats really do not care about the little guy. They simply wish to lie themselves into office, even if it means giving the little guy the shaft.
