I think IBM is FOS. I don't believe a word that their PR firm puts out. But it doesn't matter, the point to me is that they are on the defensive.

The problem with this issue of offshoring is that it has almost NO advocates in the US. Even at the corporate level, senior management doesn't like it in many cases. Only CEOs and CFOs are on board, nobody else. The fact that so many senior managers are disturbed is why the "executive briefings" from IBM are constantly getting leaked to the NYT. Somebody in the company, who is high enough to get these memos, doesn't like offshoring and is publicizing IBMs real plans. Then they have to backtrack.

Neil Cavuto pushed the NSM CEO on how many he was going to hire yesterday. (the answer was basically none). But the point is that investors are beginning to realize that this threatens our economic recovery.

Whatever happens will take time though and it will be 6 mos minimum before any meaningful dent can be made in turning the offshoring boat around. Too late for Bush. I see Bush is saying he is "concerned" about the practice now, I guess he went to Ohio and saw all the people freaking out and finally got a clue.
