But one possible outcome was that the FSU would see that they would lose the game. In order to stay in the game they would have had to cash in all their chips, which would have been a pre-emptive nuclear strike on the US and Europe.

I don't think it gets any stupider than this. The possibility you mentioned here was the very reason the arms buildup occurred in the first friggin' place. (duh)
