Presidents have to deal with all kinds of despicable governments.
True, Saddam had to deal with the Reagan Administration.

Ah yes, I recall you promoted the theory that Saddam was a good progressive leader.

It was precisely THE WAR ITSELF that brought about the legislation that Reagan vetoed. Iraq attacked Iran with chemical gas in Halabja, and Congress tried to punish Saddam for this war crime. Reagan vetoed Congress.

Nevertheless the Iran-Iraq war did end in 1988 and the legislation would have taken effect after the war was over.

HALABJA REVISITED:

Thomas,

Re: Iraq attacked Iran with chemical gas in Halabja,

I'm in the Pelletiere camp on this one. Forensic evidence indicates that the Halabja gassings were perpetrated not by Saddam Hussein, but rather by the Iranians:

I've seen no evidence linking Hussein to the gassing that is as compelling as this evidence proving that George Bush, once again, has created a convenient urban legend believed by far too many people.
