Such organizations are utterly meaningless, as they have no way of enforcing their edicts.

Actually it's a very old concept Nadine. It may not have been acted on prior to Nuremburg(sp?), but I suspect it first saw the light of day in the actions of the various "leagues" established in Pericles' Greece.

But legal niceties and methodologies notwithstanding, if Group A is standing alone as "King of the Hill," Groups B through "?" will invariably join forces to bring Group A down a peg or two, relatively speaking.

Others, as with the current terror/monsters, and their predecessor communistas, will favor a more direct confrontation. But any way you slice it "The King" is always the number one target.

In due time the current King will of course be deposed. We should just thank our lucky stars that it won't be in our life times. ...Well maybe yours. <vbg>

But I can assure you I will not be around to see it. I have seen the bottom of the "Hill" and I am not going back there. :)
