We have not has a significant crash since the 1930s. Prior to 1929, we had market crashes with some regularity where severe recessions/depressions followed. That's sufficient evidence for me that gov't regulation is working.

That's not much evidence that regulation is working. To the extent that the smoothing of the business cycle is caused by government I mostly think it is from things like unemployment insurance and other forms of counter-cyclical government spending. I also think the smoother cycle has been brought at the price of slower overall growth.
