TABLE-Major projects planned in power-thirsty China

SINGAPORE/BEIJING, March 12 (Reuters) - China, which
suffers from chronic power shortage, is scrambling to build
power plants across the nation to fuel the world's
sixth-largest economy.

China plans to begin construction on 40,000 megawatts of
generation capacity and add another 37,000 MW in additional
capacity this year, Ma Kai, director of the State Development
and Reform Commission, told parliament last week.

China's power demand growth is the fastest in the world,
driven by strong economic expansion, but output has struggled
to keep up. Brownouts hit more than half of its provinces last
summer, partly resulting from peak demand surges overwhelming a
fragmented grid system.

China's power market is the world's second largest, after
the United States, and divert energy sources from coal, which
fires three-quarters of the 384,500-MW installed capacity.

The following lists some major power projects approved in
2003 for construction, or which were awaiting permission.

The information is from the State Development and Reform
Commission on its Web site (www.sdpc.gov.cn) as well as the Web
site operated by State Power Information Network
(www.sp.com.cn).

Many of the projects are planned for feeding the country's
southern and eastern grids, which cover provinces where the
economy is the most booming in the country, including
Guangdong, Zhejiang and Jiangsu.

Many of the projects are designed to use cleaner energy
such as hydro, natural gas or liquefied natural gas (LNG).

* China's five major state-owned independent power
producers, including China Huaneng Group, China Datang Corp,
China Huadian Corp, China Power Investment Corp and China
Guodian (Group) Corp, are among the biggest domestic power
investors.

Huaneng Group says it plans to start building 10 power
generating projects in 2004 with total installed capacity of
8,695 MWs. At the end of 2003, the group controlled 31,360 MWs
of capacity, accounting for 8.2 percent of national total. It
also had 9,545 MWs under construction.

Beijing also has a preliminary plan to quadruple nuclear
power capacity to more than 32,000 MWs between 2005 and 2020,
or roughly two plants a year. China has built only eight
reactors over the past two decades.
