I can't believe you're a lawyer and you've failed to realize that crimes are committed long before any bombs blow up. Do you know what "conspiracy" means? Did you know that there is a law against the unlicensed possession of explosives? Do you know that there are laws against even such innocuous things as making pipe bombs for your own amusement? How about entering the US on a false visa, do you suppose that this is a crime? Terrorists violate laws long before they blow themselves up, and they are subject to arrest at that time. Re: "But if we go down that road I see Israel taking an approach equivalent to Iran's. ..." Way too down the road for me to have to comment on. -- Carl
