Hey you don't want to dillute those goodies! Barge from far away is no problem as the the rest of the US shows. The whole US has only some 13% occupied with manufacturing anyway. Many countries have barges from far away supplying them and support large populations. Japan has 120million.

Need big population to make local production economically feasible. With big population makes economic to bottle the coke, brew beer, refine the gasoline etc.

But if there's more people then the share of the goodies drop and the locals may not want to share the 28billion cash stash.
