It will be interesting to see the existing import policies in countries benefiting from US outsourcing. Some of those countries like India have restrictive import policies. Import tariffs are extremely high.

Kerry has indicated that as President he would want to determine if those countries have trade and import policies similar similar to US's. If leaders of those countries want their people to have US jobs, then those folks should have the same rights as US workers. That would make the playing field even."

NEW DELHI, March 12. — In a veiled attack on the United States for restricting business processes outsourcing, Prime Minister, Mr Atal Behari Vajpayee today said that sensible economics of pursuing liberalisation in recent years should not be reversed.
“The world has spent the last decade trying to make sensible economics prevail over temptation for short-term political gains. We should not now drive a reverse process,” Mr Vajpayee said referring to the “strange controversies” that have been generated over business process outsourcing (BPO).
“The very process of liberalisation, on which we have been lectured for so many years has created competitive skills which are available for utilisation by businesses everywhere.
Outsourcing is a natural consequence of this process,” he said at a function here today.
Economists around the world have been pointing out that outsourcing makes businesses more competitive, Mr Vajpayee said.
