Red,
Logic says you are right but stranger things have happened. Creating chaos is the mark of all terrorists and if the act is big enough, a group may want to obfuscate their involvement. My gut is the same as the minute it happened. Radical wing of eta in cahoots with quaeda with neither side taking the credit leaving everyone in spain and beyond to wonder. And you know it is possible you did hit on something when you said "frame" but such a frame perhaps is just to confuse. Sometimes all terror groups will take credit for all events and sometimes no one comes forward.
As far as spanish leader insisting on ETA so they can win the election--yes possible given the sunday election but somehow i dont buy it either. Time will tell. MIke

Further speculation on the bombers is idle until we get more evidence. The evidence I've heard today is that: there's an Al Qaeda videotape claiming credit, and the explosives were made in Spain. Yesterday, an AQ expert published an article in MEMRI saying that the supposed AQ letter to Al Quds Al Arabi didn't read like AQ's previous letters.

There is nothing conclusive either way, and nothing preventing AQ-ETA cooperation, either.
