Unfortunately, what I said is true. Canada allows drilling offshore the maritime provinces. The US bans drilling offshore New England and the entire east coast along with the the Florida Gulf coast and the entire Pacific coast except for a few leases granted long ago before the moratorium. The move to get massive areas in the west declared wilderness, is designed to prevent drilling from ever taking place there. If the enviro groups could they would ban all oil and gas development anyywhere in the US.
