Bushies deliberately lied about the Libyan threat. Kadafi has moderated his stances for decades now. Surprisingly he is now a moderate Arab. Hew as trying to make peace with the US during the Arab Summit before the invasion. He has become the unlikely voice of reason. He also wants to do business with US oil companies and vice versa. it was Reagan not bush who scared Kaddafi into changing his ways. And since Reagan talks have been going on with Kaddafi non-stop. Kaddafi has been the one waving the olive branch, and that dates back before GW was awarded the White House by Scalia.
