No, I am thinking of operations like searching al Qaeda leaders in the Afghanistan/Pakistan border region during the last three years.

Why kill? Living terrorists can deliver much more valuable information. If Saddam can be caught alive why not ObL?

And re public pressure on non-cooperating governments??? Is that like North Korea, for instance?
