Several reasons come to mind as to why the UN should be modified to handle the job.

The same diplomats and officials would be involved in the decision process. They are organized, funded and have a familiar meeting place and know the routine.

What is required is an active enforcement arm. If that happens some parties with guilty conscience may resign from the UN. Good riddance.

Also I sense that various countries military, special forces, or intelligence agencies would get into the planning or the act. Discuss what each may be able to accomplish.
This would contaminate the UN position as a peace keeping group.

Its a nasty job but somebody should do it. And soon, before Spain decides to bombing Morocco.
