Do you have the latest drivers for your video card...or by any chance do you have openGL activated in/on the video card? If you check the openGL and it is activated try turning it off.

FWIW, almost all LCD monitors are 60 Hz. Period.

I doubt that the IB problem has anything to do with the video card. IB just doesn't do anything that's very challenging for a video card.
