I know it'd be difficult for Israel to give up its nukes, but responsibility for peace requires sacrifice. And measured against keeping nukes forever, coupled with the continuing threat that an Arab nation will go nuclear or that an Arab nation will make an alliance with a nation already nuclear, a beginning point must be found.

Here are some great beginning points:

* The United Nations, in concert with the League of Arab Nations, should declare that the existing borderlines of the region, as arbitarily imposed by the British, do not meet the needs of the people who reside there and that these borders should be reexamined expressly with Arab input and with consideration for accessing both drinking water and trading ports. Establish international trade zones where appropriate.

* Move the United Nations headquarters to Jerusulem.

* Make Jerusulem an international city, free for all to worship and open to worldwide tourism.

* Establish a world-prestigious university--call it the University of the United Nations--where a wide range of scholardom, especially studies in diplomacy, are taken to new and shared levels. Locate this facility in a buffer area where tensions between Israelis and Palestians are most heated.

* In the area of the Golan Heights the United Nations should establish a sizeable UN Peacekeeping Training Facility, a place where international peacekeepers are trained for handling hotspots throughout the world. Build a UN facility in either the port cities of Tyre, Lebanon or Nahariyya, Israel so that the UN will have access to the sea.

* At some point the Arab nations will all agree to a non-aggression pact against Israel and recognize its right to exist. If any nation refuses to do this then the UN should consider imposing sanctions where applicable.

* Once all nations agree to the above, then Israel will agree to dismantle its nukes in a manner to how South Africa did so.

With the oil resources available in the Middle East region, there's no reaon why this area of the world can't become strong like the United States and Europe. Perhaps it's time to advocate a Middle East Union in parallel to what's been happening in Europe--perhaps even a regional currency.

Regarding democracy in the area?

Iraq, under the present circumstances, is the best bet. But a two-nation approach is needed to accomplish this.

* Establish a new independent nation in southern portion of Iraq. This country would be predominently Shiite. Work with Iran in the effort to help create this country. This nation undoubtedly would become a theocracy, like Iran. Not much we can do about this, as its a given.

* Since not all Shiite citizens would become members of the southern Shiite nation, statistically this means there'd become a closer apportionment of Kurds, Sunnis and Shiites to comprise citizens of the second nation. And it is here where democracy would be established.

* Since most of the oil is in the north and all of the access to the sea is in the south, stipulations must be made whereby the northern nation gains access to the sea and the southern nation shares in the oil profits from the northern nation.

* Once a true democracy has been established in the northern area of Iraq, and proven to work, then the United Nations could put enormous pressure on the Arab monarchies to give up their arbitrary powers in exchange for democraticly-elected governments. Europe did this, why can't this happen similarly in Mid-East?

Now, all of the above has to take place with world projects happening simultaneously. Examples: shared space exploration; protecting earth from objects in space; reversal of global warming; pooling resources to develop alternative energy; sharing of life-sustaining technologies for feeding people and providing health care; getting on the same page with respect to population control; etc.

In order for the above to happen the larger nations must show a willingness to sacrifice for the good of others. Without the eventual adoption of such this attitude, then only more misery and potential disaster await us.
