We didn't back Iraq's invasion of Iran.

The State Dept did blunder in not making things clear to Saddam in re. to Kuwait. Doesn't give one reason to think highly of the people staffing the State Dept.

You seem to imply that because there were other administrations since 1941 (WWII) through 9/ll/01 << ( SIXTY YEARS)....that there was NOTHING done for American security....

And that ALL AT ONCE, on 1/21/01, when Bush officially took office, through 9/11/01, about 7 1/2 months ...

That all of a sudden, what hadn't been done for the past 60 years, George W. Bush was to take oath of office, and with the snap of his fingers, put CIA in place (after the Clinton years of budget cutting "boots on the ground funding", and other wise, all the other years of security were just as good as they had been for the previous SIXTY years.....

Maybe we should all ask for whatever it is you're having....
