Dude.. the UN is seeking permission to operate in Iraq from the IGC..

They are a legitimate government.

And the US is pushing an official resolution that will establish the IGC as a sovereign interim government..

But that's likely why some IGC members are resisting UN involvement. Because the UN desires (as does the US) to expand the size of the council so that it is more representative of the various people in Iraq.

Face it.. The Shiites have FAR MORE power in the current government than they ever had under Saddam's unopposed one party regime.

I personally believe that true governmental legitimacy only derives from a political system that is accountable to the country's citizens. But from the view of international law, even totalitarian governments are often recognized as legitimate.

And the IGC is far from totalitarian. If anything, it's a coalitional caretaker government which HAS BEEN recognized as such by the UN..
