Any wingnut who wants to join can start their own chapter and their chances of ever meeting OBL are virtually nil. Or if you prefer the official version, they are super human Arabs, who live in caves. They have magical powers that allow them to slip through customs using their own names in spite of being on watch lists. No amount of active investigations will prevent their success, and no number of detailed reports from foreign intelligence specialists can foil their plans. They are able to turn invisible when boarding airplanes so their names don't appear on passenger lists, and they are also able to make weapons that would normally set off metal detectors appear out of thin air. They are instinctive jumbo jet pilots and are able to navigate unfamiliar air space with pinpoint accuracy. Some of them are able to engage in suicide missions and turn up alive and well at a later date. They are able to melt steel with kerosene, and can make buildings collapse at 32 feet per second per second no matter how much reinforcement is included in the design to resist the forces of gravity. They can even make an undamaged building turn to powder and go poof in a few seconds. Allah protects them and makes it impossible for the best air defense in the world to catch them, no matter how long it takes them to reach their targets. Their super powers include the ability to make evidence vanish, and they can create a magic barrier to keep their victims from ever finding out what happened. Their only known weakness is how much money they make for a hand full of their sworn enemies. I suppose opinions vary. That's my take on it.
