LOL Kerry is saying the war on terrorism, can be won through better policing, and better intelligence. No need for the US army, FBI or CIA in Kerry's dream world. What he seems to forget, is that the army drove Mohameed, and Ramzi out of their safe caves in Afghanistan, into a place, where the police could catch them. Besides, the local police don't have the suthority, or resources, to cross local boundaries like the CIA or FBI. What has starting two wars done for us.......oh wait, it got Spain a new Prime Minister! Finally, a good thing!
