Bush-Cheney wre pat of the 2000 energy gouging fraud. The reason being that they are so powerful in the energy business and with Enron and other companies doing the ripping off that one word from them and the gougers would have laid off. Instead, they escalated the gouging. That means at the very least Bush-Cheney approved of the gouging, since they could have stopped it and didn't.

Bush-Cheney used it as a campaign issue, saying Clinton-Gore were weak with no energy policy but that THEY the experts could fix this. They told the truth there. They could fix it. Instead, the helped fix the markets AGAINST consumers and particularly against California.
