A very important point to remember is not that the Socialists won outright but that Aznar's party lost in part by initially suggesting that the attack was done by ETA. This was perceived by the voters as a sleazy way to deflect attention from Aznar's support of Bush's Iraq policies.

And it was sleazy. There was no evidence to suggest ETA involvment. The fact that the bombs exploded a few days before the elctions was not enough. The Aznar Government jumped the gun, acting politically at a highly-charged instant.

I don't know how much this dynamic contributed to the defeat, but I'll wager that it was enough to make a difference in the outcome.
