Well, actually, I don't have much to add... But I might, however, shed some light on Aznar's rationale. The chief reason former PM Aznar broke ranks with his fellow EU leaders is Latin America and, increasingly, North America as well... Spanish capitalists came to the conclusion that the EU's impending expansion eastwards would bring nothing for them. Most of Central and Eastern Europe will be carved up between Germany, Scandinavian countries, France, and the UK. So, just like Italy, Spain is out of the loop... yet, the big difference with Italy is that Spain enjoys a tremendous, mostly untapped, overseas hinterland: Central and South America. Spanish banks, the flag carrier Iberia, Telefonica,... have all bet the hacienda on Latin American growth. But there's a flip side, of course: if Spain wants to thrive in its natural, cultural South American "empire", she needs the US greenlight....
