Passive reaction to bombing gives me the sense that Al Q. will believe it is free to run operations or plan operations in Spain.

That's too black and white for me. I need more dots than that to make a connection.

The anti-terror part of the Police force in Spain will keep active, IMO. They are politically "right" and want to get these people. They will do as many here want to do, and "criminalize" the approach. Get the ones that are in Spain, and give other countries leads on ones outside Spain. They just won't use military force.
