Say that the Ceyhan oil becomes unavailable to Spain due to U.S. connivance. What then is to prevent Venezuela from coming to aid of an ally by shifting shipments from Houston to RepsolYPF for processing in their system? API grades are the only hang-up I see with that quid pro quo.
