Yes, Kerry did say that. He will not apologize and admit that he was wrong.

Wasn't Kerry the guy who said the threat of terrorism was EXAGGERATED? If so, has he apologized for his gross error yet?

Show me where he has said that. He has in fact criticized Bush for not going after terrorists the way he should. Bush up until yesterday said that removing Saddam significantly reduced the threat of terror. And Kerry said "not true" He did criticize Bush for Iraq. We all know now that Iraq is not synonymous with terrorism.
