Hmmm. I didn't realize Spain had troops in Afghanistan. That means their switch in tactics (from Offense to Defense) is only partial. So far.

The NATO Charter, the founding document, says that the activity of NATO is strictly limited to:
1. military operations only in Europe (even excluding the non-European territory of European nations)
2. defense of an attack on the soil of a member nation.

The Spanish could easily justify a withdrawal from Afghanistan, on the grounds that it is beyond the scope of the alliance.
