Bad policy should be changed on the merit of the policy. Al Qaeda's response should be a minor consideration if any. If you do the right thing, the consequences are generally easier to deal with.

Yes, I understand your point. But to do it now before the ink has dried on his PM certificate suggests someone who is acting from fear. To do it at your leisure suggests someone who is trying to correct a previous bad policy decision.

Do you see the difference? The rationale is not logical but its part of the game of chess.
