"by excluding those who have tried and tried and tried and given up in frustration"

Your version of "tried and tried and tried and given up in frustration" doesn't really jive with your statement below that started this exchange. The unemployment benefits no go on for almost a year, which is a pretty good amount of time to find a job. And if they are on unemployment, the are looking for a job. So if you have stopped looking, and are not taking unemployment, you are not doing too badly.

"those who stopped looking for a job after 4 weeks or 8 weeks or whatever"

"Maybe the next step would be to physically annihilate them?"

That seems a bit extreme. Where does that come from? You really are a hater.
