Uh. So sorry, but he didn't cop out. Powell is Secretary of State, not Secretary of Defense. It works like this: conferring with you, the President hears your philosophy and mulls your views. At the end of the day, he makes a decision and commits his administration to it. You, being part of the administration, support the president. Only a stinkin' anti-American leftist would insist that the Secretary of State act in defiance of his own president's policies. Duh, Suh!
