Yes, absolutely, imo...even the media put out special additions of the paper that day blaming ETA...

ETA was my first suspicion also, given their recent history of arrests...

You'll note that the ETA has had members arrested as late as Dec 2003 for trying to bomb Spanish train stations

More recently than that. An ETA member was arrested on Feb 29 with a truckful (500 kg) of explosives.
