In its first incarnation, the KKK won the battle against reconstruction. In its second incarnation, the KKK won the battle against immigration. In its third incarnation, the KKK succeeded in delaying integration in many places in the South. Brown vs. Board of Education was decided in 1954. I graduated from an all white high school that flew the Confederate flag on the same flag pole as the American flag in 1970. Even when the authorities succeed in quashing terrorism, they can still lose the war, see, e.g., "The Battle of Algiers." The French succeeded in stopping terrorism by the use of torture, but they lost Algiers anyway.
